SGS Offers Global Assistance with Certification for Exporting Electronics to Russia
The market entry process for companies wishing to export electrical and electronics (E&E) products to Russia is unique. Companies wishing to export to the market must obtain a suitable certification, usually the GOST-R Certificate of Conformity.

MOSCOW, RUSSIA, January 05, 2011 /24-7PressRelease/ -- With growing consumer product markets and high levels of investment in technological solutions and machinery these sometimes hard to reach parts of the world now represent increasingly appealing markets for those in the E&E industry.

Russian Border Crossings

The nature of your products will determine the number of existing Russian certification requirements (http://www.gost.sgs.com/russian-cis-verification-of-conformity.htm) are applicable to you. While Russian maintains close ties with Europe and is witness to an expanding consumer base, CE marking and other international certificates CE marking is not recognized by CIS authorities as a valid assurance of product conformity. Instead, compliance with national certification standards is essential if you are wishing to gain access to these markets.

Obtaining such compliance is however not necessarily straight forward. 18 mandatory systems for certification exist alongside 500 such systems that have been established on a voluntary basis. Furthermore, lack of predictability in certification costs, and irregularity of enforcement by Russian authorities could make you think twice about attempting to gain CIS certification, particularly if you are planning to seek such certifications on an ongoing basis.

Smoother Process for Product Certification

A Customs Union was formed in January 2010 between Russian, Belarus and Kazakhstan. This union facilitates support across these countries for the Russian GOST-R certification (http://www.gost.sgs.com/gost-r-certificate-of-conformity.htm), which is the certification system most commonly used in Russia. This provides a single valid market entry-tool for all products included on the Customs Union Unified Product List, verifying that these products comply with relevant safety standards for sale, consumption and customs clearance in Russia.

GOST-R can either be issued on a single shipment and consignment basis, or to support serial production for unlimited quantities and instances of E&E export over the period for which the certificate is valid. In general, permits and product related certificates from accredited certification bodies across the regions of Russia are applicable for the whole of the Russian Federation.

Both European and Asian SGS labs are Russian authority accredited (http://www.gost.sgs.com/tr-certificate-declaration.htm) to support SGS GOST-R certification services. This makes SGS the only global organization accredited for provision of GOST-R Certifications.
